ABOUT THE POSITION The Executive Assistant/Board Clerk for CVSan provides highly responsible, confidential, and complex administrative clerical duties; prepares materials for meetings of the Board of Directors and maintains critical document files; plans, organizes, and administers and maintains of a comprehensive District records management program and District-wide retention schedule; interacts with elected officials, District General Counsel, executive staff, the public, the press, and employees at all levels of the organization.

Have demonstrated ability to use tact, initiative, prudence, and independent judgment within general policy, procedures, and legal guidelines.
Have knowledge of applicable federal, state, and local laws, rules, regulations, ordinances, and organizational policies and procedures including the Public Records Act, and the Brown Act.
Have excellent technological skills to schedule and post meetings and organize agenda packets and public documents.
Have excellent written and oral communication skills with the ability to communicate in a proactive, approachable, and responsive nature with board members, executive staff, the public, and employees.
Have experience in maintaining administrative files including historical legal documents, resolutions, policies, and agreements.
Be available to attend Board meetings, prepare minutes and other documents, and direct the publication, filing, indexing and safekeeping of all proceedings of the Board.
Have experience using software such as Microsoft Word and Excel at an intermediate level.

As a California Special District, CVSan has responsibility for the operation and maintenance of the sanitary sewer collection system within the unincorporated community of Castro Valley.
The District also is in charge of the administration of a refuse collection franchise, the District's 25% interest in a wastewater treatment facility, the implementation, and administration of state and local mandated recycling programs, as well as the District's participation in sub-regional wastewater discharge and solid/hazardous waste management agencies.
EDUCATION AND EXPERIENCE
Qualifications:
Equivalent to completion of two (2) years of college-level coursework in business or public administration or directly related field and three (3) years of progressively responsible administrative or executive support experience including at least one (1) year in a public agency.
Graduation from a four (4) year college or university with major coursework in an appropriate curriculum is desirable and may be substituted for the required experience on a year-for-year basis to a maximum of two (2) years.
Experience as both a recording secretary and in working with elected officials is desirable.
License and Certification Must possess a valid California Class C driver's license and have a satisfactory driving record.
Must possess or obtain Cardiopulmonary Resuscitation, AED, and First Aid certificates within a time period specified by CVSan.
May be required to be commissioned as a Notary Public by the State of California.
Other Requirements Willingness and ability to work scheduled and emergency overtime; attend meetings, workshops, and seminars during work and non-work hours as assigned.

Online Skills Assessment - (Pass/Fail) An Online Skills Assessment may be used to evaluate candidates' knowledge, skills, and abilities for the position.
The Online Skills Assessment will be conducted via a video conference platform and is tentatively scheduled for the week of April 22nd.
Candidates who pass the Online Skills Assessment will be invited to participate in the next step of the Selection Process.
Remote Screen Interview Exam - (100%) Candidates who pass the Online Skills Assessment will be invited to a Remote Screen Interview examination to evaluate training, experience, and other job-related qualifications for the position.
The Remote Screen Interview will be conducted via a video conference platform and is tentatively scheduled for the week of April 29th.
District Interview with CVSan - Candidates who pass the Remote Screen Interview will be invited to interview with the CVSan which is tentatively scheduled for the week of May 20th.
